CAGAYAN de Oro City Councilor Enrico Salcedo wants to deputize watchmen and other concerned residents as additional force in the city’s campaign on cleanliness and to give them a share of revenue generated from fines paid by violators.

In his special report during the city council session on Monday, Councilor Eric Salcedo said he wants to divide the revenues generated from garbage collection: 50 percent share to the city government, 20 percent to the village, and 30 percent as “incentive” to informants or the deputized watchmen.

Salcedo said the watchmen and other informants shall help report violators to the City Local Environment and Natural Resources Office (Clenro) or sanction the violators directly.

“Para maaghat ang katawhan sa pagtabang, so pwede mahatagan og incentives ang mga informants or mga deputized tanods mismo nga makadakop sa nag violate, may it be a business establishment, a resident sa area, and others. Kini nga paagi makahatag gyud ug ngipon sa atong mga balaod,” Salcedo said.

The councilor said there is no need for the city to set aside budget to deputize watchmen since their incentives will be sourced from the penalties of the violators.

He added that involving the village will help maintain every corner of the city garbage-free.

Vice Mayor Joaquin Raineir Uy referred the proposals to the committees on village affairs chaired by Councilor Alam Lim and environment chaired by Salcedo.
