CHRISTMAS Day will be coming early for at least 2,000 regular and casual employees of the Cebu Provincial Government who will be receiving up to P30,000 in cash incentives.

Provincial Budget Officer Emme Gingoyon on Friday, Dec. 13, 2019, said the financial incentives will be divided into three.

They will each receive P15,000, which is based on their Collective Negotiation Agreement (CNA).

They will also get P10,000 worth of Service Recognition Incentives (SRI) under Administrative Order 19 issued by Malacañang last Dec. 2.

Section 6 of the order provides the grant of the one-time SRI at a uniform rate not exceeding P10,000 to employees in local government units (LGU), including those in the barangays. This, though, will be determined by their respective councils, depending on the LGU’s financial capability subject to the personnel services limitation.

The amount will be chargeable against their respective fiscal year 2019 local government funds.

Regular and casual Capitol workers will also receive P5,000 in Productivity Enhancement Incentives (PEI).

Gingoyon said the CNA and SRI will be funded by the P40.17 million second supplemental budget, which is set for deliberation before the Provincial Board (PB) on Monday, Dec. 16.

The PEI, on the other hand, is already included in the 2019 annual budget.

“The P5,000 will be paid not earlier than Dec. 15 as well as the P10,000. The P15,000 CNA, on the other hand, is subject to the authorization of the PB then thereafter, to be approved by the governor,” Gingoyon said.

The close to 800 outsourced medical and non-medical personnel from LBP Services Corp., though, will not receive cash gifts or yearend bonuses from the Provincial Government.

Since they are considered to be privately employed by the Manila-based firm, Gingoyon said they will not get incentives from the Province.

Gov. Gwendolyn Garcia, though, has invited them to the Christmas party for all Capitol employees on Friday, Dec. 20, at the Capitol Social Hall. / RTF
