Each barangay cluster should have 2 evacuation centers

THE Cebu City Council is requesting the Local Disaster Risk Reduction and Management Office to include in its budget for next year the construction of at least two evacuation centers for each clustered barangay.

Cebu City Councilor Eugenio Gabuya Jr., sponsor of the resolution, identified the clustered barangays as urban-south barangays, urban-north barangays, rural-south barangays and rural-north barangays.

Gabuya noted that school houses and barangay sports complexes continue to house victims of calamity, which causes a negative effect on particular schools’ operations.

“Using schools as temporary evacuation centers also delays a community’s return to normalcy as children cannot resume their studies until the evacuees return to their homes,” stated Gabuya.

He said evacuation centers with adequate facilities such as ample water supply and segregated toilet facilties should be built to house the evacuees temporarily.
