Qualified PWDs who died in April, May, June to get aid from City

PERSONS with disability (PWD) in Cebu City who died in April, May and June this year are still entitled to receive a financial assistance from the City Government.

The City Government said it will distribute P3,000 financial assistance to families of the deceased PWDs to cover the months of April, May and June.

There are around 11,000 qualified PWDs in Cebu City.

In the executive order issued by Cebu City Mayor Edgardo Labella on August 14, 2020, the PWD who died in April will receive P1,000, those who died in May will receive P2,000, and P3,000 for those who died in June.

In the Executive Order (EO) 87, the parent or guardian or the closest kin of the deceased PWD are authorized to claim the financial assistance.

The authorized claimant should secure documents in getting the cash. These include the PWD's identification card, death certificate of the recipient PWD, and the authorized claimant's government-issued ID or voter's certification or barangay certification.

After the authorized claimant get the cash assistance, the PWD ID should be surrendered to the disbursing officer.

If the PWD is mentally challenged or young children, the parent or guardian or the closest kin can sign the payroll, provided that they will write their full name, signature and their relationship with the qualified PWD. They must also present their ID, as well as the ID of the PWD.

In case of the absence of PWD during the distribution, authorization letters will be honored.

In the authorization letter, a valid reason on why the PWD cannot claim the cash assistance should be stated. Also to be attached in the letter are photocopy of the recipient's PWD ID and the authorized person's ID.

Labella has ordered for the house-to-house distribution and there should be no distribution done in Cebu City Hall while the city is still under community quarantine.

For the disbursing officers to identify the houses of the qualified PWDs, they must put a signage on their doors or gates indicating their full name and PWD ID number.

As part of the health measures, the PWD should wear a face mask at the onset of the distribution and sanitize their hands before and after they receive their cash assistance.

The PWDs should also use their own pens in signing the payroll.

The personnel of the Persons with Disability Assistance Office of the Department of Social Welfare and Services, together with personnel of the City Treasurer's Office and Cebu City Police Office in coordination with the barangays are the ones directed to implement the EO and the distribution of cash assistance.
