He joked recently in a speech during the graduation ceremonies of the Philippine Military Academy (PMA) that he would grant pardon to those cadets who are accused of rape and illegal drug use. Scruples also reflect a higher order of thinking that holds back primal impulses, and primal impulses are borderless, it does not respect boundaries, limitations, ethical codes. If you have a President without scruples, what assurance do we have that he won’t cross the limitations of his power?
