A LOW pressure area (LPA) has developed into a tropical depression (TD) around 8 a.m., Sunday, September 1, the state weather bureau said.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported that TD “Liwayway” was last seen 405 kilometers east northeast of Hinatuan, Surigao del Sur at 10 a.m., Sunday.

The LPA sustains maximum winds of up to 45 kilometers per hour (km/h) near its center and gusts of up to 55 km/h, and is moving northwest at 20 km/h.

Scattered light to moderate rains with at times heavy rain showers may be experienced over Caraga and Davao Region brought by the trough of Liwaway.

Pagasa has advised residents living in flood-prone or landslide-prone areas to take precautionary measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates.

However, the weather bureau said Liwaway is less likely to make landfall in the country and is forecasted to remain over the Philippine Sea throughout the forecast period.

Earlier at 3 a.m., Pagasa reported that tropical depression "Kabayan" has left the Philippine Area of Responsibility and is forecasted to intensify into a Tropical Storm while moving westward toward southern China.

It has advised small seacrafts over the northern and western seaboards of Northern Luzon and the western seaboard of Central Luzon not to travel due to potentially rough sea conditions. (EZN)
