BACOLOD City Vice Mayor El Cid Familiaran Tuesday confirmed that most of the city residents are not complying with the waste segregation policy and that Bacolod is still “zero” in terms of compliance.

Familiaran, chairman of Solid Waste Action Team, said Tuesday, February 6, that based on the report of garbage hauler IPM-Construction and Development Corp. (IPM-CDC), majority of the households in various villages have no compliance.

“Supposedly, the IPM-CDC will not collect the unsegregated waste, but because of health issue they continued collecting the unsegregated wastes. For now we will try not to collect the unsegregated waste so that they will be obliged to comply,” he said.

Familiaran added that he will wait for the final order from Mayor Evelio Leonardia to strictly enforce the “no segregation, no collection” policy.

As of February 2, 33 of the city’s 61 villages have been documented as violators.

These are Barangays 1, 2, 6, 7, 8, 12, 13, 14, 16, 20, 22, 24, 28, 29, 35, 38, 40, Alijis, Banago, Bata, Cabug, Estefania, Granada, Handumanan, Mandalagan, Mansilingan, Pahanocoy, Singcang-Airport, Taculing, Tangub, Villamonte, and Vista Alegre.

The list of the violators was forwarded to the Environment Management Board-Department of Environment and Natural Resources (EMB-DENR) for the imposition of penalty on the barangay officials.

Familiaran said these erring villages engaged in illegal dumping and it was documented by the Solid Waste Action Team and Solid Waste Educators and Enforcement Team for violation of waste segregation in relation to the implementation of Republic Act 9003 or the Ecological Solid Waste Management Act.
