Magalang Mayor Romy Pecson leads the wreath-laying ceremony in front of the monument of Dr. Jose Rizal in celebration of the country's 123rd Independence Day, with this year's theme, "Kalayaan 2021: Diwa ng Kalayaan sa Pagkakaisa at Paghilom ng Bayan."
