Quota International (QI) of Pampanga has joined groups in an effort to promote awareness of the plight of persons with disability (PWDs) particularly the visually impaired.

QI Pampanga President Vilma Dungo said that their group has signed a memorandum of agreement to help people with visual impairments. The QI Pampanga has an existing commitment with the special education class of the San Fernando Elementary School.

The activity was done in line with the White Cane Safety Day, an annual celebration which aims to promote and protect the physical, moral and social well-being of all PWDs. The Philippines celebrates the “White Cane Safety Day” pursuant to Republic Act 6759 of 1989.

Dungo added as part of the activity, visually-impaired participants joined in a recent activity at SM City San Fernando Downtown. The event showcased talks on catering to the needs of the visually impaired and how mall and public services should be more PWD friendly in terms of facilities.

White Cane Safety Day is a yearly celebration to promote and protect the physical, moral and social well-being of all PWDs.

The use of the white cane dates back to 1921 when a Bristol photographer named James Biggs used it to help him move around after he lost his vision in an accident.

He chose the white cane so that even at night, he would be visible to pedestrians and motorists.

The white cane is a symbol of greater mobility for the visually impaired and of their full participation in the community.
