TO avoid another disallowance from state auditors, Cebu City Treasurer Veronica Morelos said they want the barangays to submit project proposals before requesting for financial assistance from the City Government.

The Commission on Audit (COA), in its 2016 report, disallowed the P800 million financial assistance that the City distributed to the barangays in the previous years.

At present, most of the 80 barangays have yet to liquidate or return the financial assistance they got from the City after the findings made by COA.

Only 16 villages have so far liquidated their cash aid. These are Barangays Banilad (P8 million), Buhisan (P8 million), Busay (P1.02 million), Capitol Site (P8 million), Cogon Ramos (P8 million), Kalubihan (P8 million), Kasambagan (P2.2 million), Kinasang-an (P8 million), Luz (P2.5 million), Mabini (P62,578), Mabolo (P8.2 million), Mambaling (10 million), Pahina Central (P8 million) Sto. Niño (P8 million), Talamban (P10 million) and Tejero (P8 million).

Of the 16, eight of them asked for another financial assistance and submitted their proposals to the City, which were approved and covered under the first and second supplemental budgets this year.

Morelos said the administration has no idea why most of the barangays were not able to liquidate the financial assistance they received from the City since she was not yet the city treasurer that time.

“That’s why at present, we’re really very careful in the release of financial assistance to the barangays,” she said.

Aside from submitting project proposals, Morelos said the barangays also have to submit the program of works and estimates for infrastructure projects.

Once the project is completed, the barangays need to immediately account for the financial assistance. RVC
