DAVAO City Councilor Danilo Dayanghirang admitted there are councilors who failed to craft even a single ordinance during their term.

Although he did not mention any name, he said it is not frequent.

Dayanghirang's statement came after Vice Mayor and currently Acting Mayor Sebastian "Baste" Duterte strictly ordered the 19th City Council to submit at least one ordinance per year.

Councilor Danilo Dayanghirang said the vice mayor made the order right after the first regular session last July 2.

Dayanghirang said it is the first time, in his nearly three decades as a city councilor, to encounter such order.

Duterte, during his inaugural speech, said the 19th City Council will push to enact 24 landmark ordinances to pursue the priority agenda of both local and national governments.

"We are here to champion the interest of the people. If there is a dispute, we will revisit," the vice mayor said.

Despite being a neophyte politician, Dayanghirang lauded Duterte's order.

"The vice mayor is asserting his leadership, telling you that 'you are elected by the people, please come up with your ordinance'," the councilor said.

He said Duterte's move should not be treated as an insult, but rather a challenge on their part to craft legislation for the betterment of the Dabawenyos.

"As far as I'm concerned, I'm doing my job. I don't know with those who are not filing their ordinances," Dayanghirang said.

"We are obliged to follow, or else it will reflect your kind of being, meaning you might be accused of not doing your job," Dayanghirang added.

Duterte, in a previous press conference, had also said he will also be strict in the councilor's attendance.

Meanwhile, the last 18th City Council passed 14 landmark legislations over the past three years under the leadership of resigned vice mayor and now third district representative Paolo Duterte, and former vice mayor Bernard Al-Ag.

Al-ag said the Council passed and enacted 3,294 resolutions and 790 ordinances, including some landmark legislations such as "The Hijab Ordinance of Davao City," "The Sobriety Ordinance," and "Barangay Violence Against Women Desk Ordinance."
